Budget for the PNDS program implementation of phase 3 in 2015 has been proposed by the Government in the budget ratification. When the budget has been approved then we must accelerate the agreement process with the community to sign the implementation agreement which has been determined in the community meeting. If there has been an agreement with the community, probably in the month of April or May the budget should have been transferred to the Suco bank account. Informed by the Director of PNDS Operational Program Management, Dulce Guterres Junior at national level coordination meeting held in Dili (26-27 / 03/2015).
To improve the PNDS program implementation, Dulce Guterres asked the Delegated Directors of PNDS in 13 Municipals, to continuously collaborate with the FSTs in accelerating the whole works within the Municipals. The work collaboration between the FSTs and PNDS should become one strong team so that they are able to facilitate the communities in implementing those projects that they have decided to be built in their village.
At the coordination meeting, the national directorate also presented the actual progress of project constructions in the first stage from 336 projects which consisted of some sectorial projects such as health, clean water and sanitation, cultural education and sport, agriculture and food security, business life, and other sectors.

Based on the Quick status report presented by the chief department of program implementation, Olderico Lopes, progress of 336 project constructions in the first stage which have been achieved 100% are 235 projects, there are 80 projects that achieved between 80 to 98 percent, 7 projects are between 70 to 79 percent, and 10 projects are in 51 to 69 percent and there are only 3 projects are between 26 to 50 percent.
The coordination meeting was opened by the PNDS Director of Finance and Administration, Aderito Guterres who has explained the finance, logistic issues and as well as other issues which have been always concerned by the PNDS staff in the districts such as the facilities which can help the staff to properly undertake their duties.
