H.E. President Matan Ruak, inaugurates a multi-function Community Centre in Kulau hamlet, Fatubosa Village, Aileu Municipality.
For one week His Excellency the President of the Republic Taur Matan Ruak took part in a program that included visiting villages in Aileu Municipality, and also engaging in dialogue with village communities. The President of the Republic also used this opportunity to have a close look at PNDS projects and to inaugurate those PNDS projects that have been implemented by the communities themselves.
“PNDS does not only empower them to be involved in these projects, but it in particular it provides immediate benefits to their daily lives”, said His Excellency the President of the Republic Taur Matan Ruak, when engaging in dialogue with the community in Bandudato Village, Aileu Vila Administrative Post, Aileu Municipality.
During this inauguration ceremony the President appreciated and was really happy because the community members have shown their desire to be directly involved in the national development process, and also because the PNDS Program has empowered them and also provided immediate benefits to the community. The President asked for the Sixth Constitutional Government to maintain this program because PNDS is an investment in Strategic Development.
The Village Chief of Madabeno, Francisco Rodrigues Pereira, said that the PNDS Program that took place in his village truly responded to the community’s development problems. When the PNDS Program was implemented in Madabeno Village the community decided that the rehabilitation of a multi-functional community center was their highest priority and now it has been finalized and inaugurated by His Excellency the President.
The Community Centre in Madabeno Village is a place for public gatherings because it is multi-functional, and in

addition to providing a place for the village to conduct meetings and activities, it can also be used as a place to provide health services to pregnant mothers as well as other patients.
“We use this place to provide services to pregnant mothers and other patients, and we store medicine here to help the community”, said Ofelia Guterres, a general practitioner from Aileu Municipality.
In his speech the Village Chief of Fatubosa recommended for His Excellency the President Taur Matan Ruak to remind the Sixth Constitutional Government to implement and improve the PNDS Program in all of the villages in Timor-Leste, because through this PNDS Program the government truly brings development closer to the Villages and Sub-Villages in the entire territory.
“The PNDS Program PNDS is implemented annually by the government, and even though the grants are small, the program truly responds to the concerns of communities about development, and our community has felt the impact of development in our village”, said Jose da Costa, Village Chief of Fatubosa.
The PNDS Program not only responds to the development needs of the community, but it also builds the capacity of the communities so they can identify their own development problems in their village or sub-village, which empowers the community to manage the program themselves, plan, implement, and operate the project and carry out maintenance.
The projects that were inaugurated were the rehabilitation of a Multi-Functional Community Centre in Madabeno Village, the Addition of a Classroom in Seloi Kraik Village, the Construction of a Multi-Functional Community Center in Fatubosa Village and the Construction of a Clean Water facility in Bandudato Village.
