The PNDS procurement process written in the PNDS Program Operation Manual (POM), is the guiding principle to regulate the PNDS program implementation.To properly enhance the program implementation based on the existing PNDS Program Operation Manual (POM), the PNDS staff together with Cardno staff had a meeting to discuss the experiences on PNDS program procurement process which taken place in the Suku level. This meeting was held in Dili (24/03/2015)

The objective of this meeting is to mutually share some experiences to well improve the staff’s skill on PNDS procurement policy in order to enable them in helping the communities and sharing the information to the suppliers on the type of construction materials which should be needed by the community for their construction works. In this meeting, they profoundly discussed on how the program implementation team (PIT) could manage the process of purchasing the materials needed by the PNDS for the works, identify the suppliers to supply the construction materials based on the PNDS procurement policy which is linked to the PNDS procurement policy. In this meeting, they also discussed how to organize a procurement planning workshop which should be led by the program implementation team and the sub-district facilitators will do a plan for the procurement, including when they need to purchase the materials listed in the BoQ, and collect quotation from the suppliers.

According to the Program Operation Manual (POM), the first stage of procurement process is to collect the quotation, opened in public and evaluate the quotation submitted by the suppliers. In this process, member of EIPs will responsibly open and evaluate the quotation in the public place and do a recommendation on the nominated suppliers to continuously verify the selected suppliers based on the classification in providing construction materials to the communities.

It is expected that with this meeting, both the PNDS and Cardno’s staff who have provided support to the program implementation will have deep skills to appropriately facilitate the community on how to do the procurement process based on procurement guidelines outlined PNDS program operations manual
