To further improve social and technical work in the villages and sub-villages the Technical Secretariat of the National Village Development Program (ST-PNDS) provided training to 78 Administrative Post Social Facilitators from 12 Municipalities as well as the Special Administrative Region of Oecusse Ambeno (RAEOA).
The aim of this training was to provide Training of Trainers (TOT) and Level 3 National Certificates on Community Facilitation accredited by the INDMO (National Labour Force Development Institute). This is the first time that the Level 3 National Certificate on Community Facilitation has been implemented in Timor-Leste, initiated by PNDS.
Training to Administrative Post Social Facilitators was split into three phases (Phase 1 took place between 25-29 May 2015, Phase 2 took place between 8–12 June 2015 and the final Phase for the FSPAs took place between 22 -26 de June 2015).
As part of this training they developed skills in the following areas:
- How to identify community needs using a SWOT analysis,
- How to prepare a Section Plan when they are conducting trainings or workshops,
- How to work as a team, write a report when conducting a field visit and techniques for writing minutes.
- Identifying, analyzing and resolving problems or conflict, including:
- The process of implementing accountability meetings (First and Final)
This training used adult learning methods, and the participants also took part in many role-plays specific to each task so they will be able to implement them in the field.
Also the participants practiced conducing first and final accountability meetings based on the procedures set out in the national guidelines established by PNDS.
The participants were really happy with this training because it can increase their knowledge in areas where they are making a contribution.
“This training really helps us social facilitators, because this training can further increase our ability on how to provide facilitation in our communities at the village and sub-village level”, said Bernadete de Jesus Inacia, Covalima Administrative Post Social Facilitator.
The PNDS Program does not just respond to development problems in the village, but this program also provides capacity building to the communities on how they can organize themselves to come together, to identify development problems that they are facing in the village, and therefore through the PNDS Program the communities can further develop their village in the future.
This training was a joint effort between the Secretariat Training Team – PNDS Technical Area, Social Implementation Program Team, and the SDRA Training Centre, with financial support from the Australian Government.
