The community of Ponilala are constructing three community centres, using a rotating employment roster to ensure the whole community has the opportunity to earn money.
For each community centre, four builders (or foremen) have been contracted for the duration of the project. They are responsible for ensuring quality and consistency in construction.
Each builder is paid $250, in four instalments. The amount was agreed in a meeting of the KPA and EIP.
The majority of labour is carried out on a rotation or rolling basis. Between four to ten labourers are engaged each week and paid a daily rate of $3. Each person can work a maximum of five days, and only people who don’t have work are eligible.
The EIP estimates around 180 people will be engaged to work on the project.
All of the labourers will be from the Aldeia where the work is undertaken.
Men and women are selected for the labour rotation. An estimated 40% of the labour force will be women. Some of the paid labor includes cooking for the workers.
The Xefe Aldeia (along with the EIP chief) play a key role in the mobilisation of the labour in their Aldeia – they are responsible for choosing the workers and then monitoring who comes to work.
Many people from the community volunteered to come and help work, without being paid.
